Action 37A

Conduct a thorough audit of all university facilities to identify energy and utility management and conservation opportunities.

 

Baseline Information

  • Illinois State University has reaffirmed its commitment to energy management and infrastructure improvement through its inclusion of Actions #71 and #73 in Educating Illinois. The Energy/Utility Management and Infrastructure Improvement Team was established by the Vice President of Finance and Planning with the charter to draft a comprehensive plan to “improve the University’s energy management and utility infrastructure in order to increase energy conservation, reliability and efficiency.” This team has worked with the Residence Hall Infrastructure Improvement Team (RHIIT) and the Campus Master Plan steering team to ensure that all recommended actions are coordinated and consistent. The roster of team members is listed on the inside cover of this document.

    The primary components of this plan are energy conservation, infrastructure improvement, energy procurement, funding, and energy management. Though each area has individually defined problem, objective, and action statements, this plan has a common focus:

    To reduce energy consumption and procurement costs, creating utility savings to be used to improve the reliability of university utility infrastructure systems, thereby reducing deferred maintenance, improving the campus environment, and creating additional savings for future energy management initiatives.

  1. Action Step 01:  Distribute copies of the University Energy/Utility Management Infrastructure Improvement Plan to members of the Capital Planning and Budget Team for their review.

  2. Action Step 02:  Present the University Energy/Utility Infrastructure Improvement Plan to the Illinois State University Board of Trustees.

  3. Action Step 03:  Work with OEM and engineers to develop a comprehensive list of recommended improvements. Include costs, anticipated paybacks and priorities.

  4. Action Step 04:  Invite the Director of the Office of Energy Management (OEM) to present the University Energy/Utility Management Infrastructure Improvement Plan to the Capital Planning and Budget Team.

  5. Action Step 05:  Discuss the findings and recommendations contained in the report. Seek input regarding the opportunities for synergy between implementation of The Master Plan and the University Energy/Utility Management Infrastructure Improvement Plan.

  6. Action Step 06:  Catalogue these opportunities, identifying the related costs and benefits to the University of accomplishing the objectives of the University Energy/Utility Management Infrastructure Improvement Plan as part of implementation of the projects and improvements contained in The Master Plan.

  7. Action Step 07:  Present the recommended energy and infrastructure improvement projects to the Capital Planning and Budget Team.
