Action 36A

Conduct a thorough audit of all university facilities (Facilities Condition Assessment) to identify use, condition, and alignment with the University's goals and values.

 

Baseline Information

  • Illinois State University has 143 buildings totaling 6,008,640 gross square feet. Illinois State recognizes that our facilities are aging and in need of improvement. Critical needs such as the enhancement of accessibility for persons with disabilities and the configuration of space to encourage student, faculty, and staff connections will be addressed. The majority of space at Illinois State was added between 1957 and 1977, from 25 to 45 years ago. It is at these ages that serious maintenance and remodeling needs arise.

    The accumulated deferred maintenance of Illinois State University’s general revenue facilities alone is in excess of $100 million. Facilities built with proceeds from the sale of bonds have similar maintenance needs. These needs will continue to increase unless prioritization of future physical development of Illinois State is systematically addressed and supported by empirical analyses. The Facilities Condition Assessment will evaluate the condition of building systems, their projected useful life, and the prospects for adaptive reuse of specific structures.

  1. Action Step 01:  Conduct interviews of consultants to conduct the Comprehensive Facilities Condition Assessment (FCA) of all university buildings, components and utility distribution systems.

  2. Action Step 02:  Select consulting firm to conduct the FCA.

  3. Action Step 03:  Complete fee negotiations with selected consulting firm.

  4. Action Step 04:  Conduct Partnering Workshop with consultants, crafts & heating plant foremen, FCA Steering Team as part of orientation meeting.

  5. Action Step 05:  Schedule on-site inspections by consultants.

  6. Action Step 06:  Review consultants' draft findings and recommendations.

  7. Action Step 07:  Prepare cost estimates for all identified items in FCA Report.

  8. Action Step 08:  Finalize recommendations of the FCA.

  9. Action Step 09:  Share results of the FCA with the Capital Planning and Budget Team.

  10. Action Step 10:  Share results of the FCA with the President’s Cabinet.
