Develop, implement, and publish a campus lighting policy.

 

Baseline Information

  • Campus lighting provides an environment of safety and accessibility for all pedestrians. The intensity of light and the pattern created by placement of fixtures contributes to the overall aesthetic character and dominant visual impression of the campus at night. Proper lighting provides opportunities for secure access to campus at all times of day and night.

    Illinois State University’s lighting systems have not been reviewed for several years, resulting in many different styles of fixtures that increase inventories, maintenance, and pose other budgetary concerns. In addition, removal and relocation of sidewalks and drives through the years has resulted in many lighting fixtures now being improperly located. Consideration will be given to whether the existing substations can accommodate additional electrical loads as new lights are added to campus.

    New energy-efficient lighting systems offer the potential of reducing lighting energy requirements by 35 to 50 percent, with additional savings being realized in reduced air conditioning costs as lower lighting system energy use translates into reduced cooling loads. Potential electrical upgrades with high payback in energy conservation include:

    · Reduction in current number of lighting fixtures

    · Upgrade to T-8 or T-5 fluorescent lamps

    · Upgrade to electronic ballasts

    · Efficient fixture designs

    · Automatic lighting controls and occupancy sensors. A properly implemented lighting control strategy will result in saving of 20 to 40 percent and will maintain occupancy comfort.

    The energy savings realized by upgrading lighting from T12 fluorescent lamps with magnetic ballasts to T8 lamps with electronic ballasts is about 50 percent. The new lamps and ballasts are efficient and the right combination of the two allow facilities to use dimming as an energy-saving technique while compromising little in lighting quality.

  1. Action Step 01:  Request University Police to conduct a survey of current campus lighting to ensure that all exterior light fixtures are in working order.

  2. Action Step 02:  Appoint individuals from across the campus community to serve as survey party (Assessment Team) to identify dark areas of campus.

  3. Action Step 03:  Based on findings and recommendations, prepare and distribute a draft policy on campus lighting and lighting standards.

  4. Action Step 04:  Share findings with the Capital Planning and Budget Team.

  5. Action Step 05:  Advertise for consulting engineer to design required lighting upgrades. Incorporate LEED design requirements.

  6. Action Step 06:  Prepare contracts for consulting engineer.

  7. Action Step 07:  Receive report on lighting outages from Police and prepare work orders to replace burned out light bulbs.

  8. Action Step 08:  Establish policy to have Police periodically check exterior light fixture operations.

  9. Action Step 09:  Evaluate findings of Lighting Assessment Team.

  10. Action Step 10:  Develop scope of program to upgrade campus lighting, including budget, sequence and possible fund sources.

  11. Action Step 11:  Share findings with the Vice President for Finance and Planning.
