      Council Recommended: Further investigation by WIU and other

      universities about such admissions.

 

b.      State Employees Ethics Act (Document Enclosed)

Council Discussed: Mandatory participation in ethics training.

c.       State Employees Ethics Act - Concerns Regarding Faculty Time-Reporting Requirement in Ethics Act (Steven Rock, WIU)

 

d.      Faculty Productivity Report of December 2003- Drafted by the IBHE Faculty Advisory Council (Document Enclosed)

 

Council Discussion: IBHE may no longer be concerned with this issue.  However, the Council suggested that it might be useful for all university senates to endorse the report.

e.       State University Retirement System – Changes in Funding Requirements

Council Concluded: Any new State monies would go to funding pension systems rather than to university budgets; may cause loss of tenure lines.

Council Recommended: Continued monitoring of the effects of the law.

a.      Health Insurance Benefits (Document Enclosed: 2002 CIUS CMS Draft Resolution)

Council Concerns: Lack of faculty involvement in negotiations for benefits; new prescription program requirement of purchase of 3-month supply of “maintenance medications.

 

b.       Shared Governance Relationships with University Administrations

Topic Initiated By: Yan Searcy, CSU

Council Recommended:
1) Increased shared governance visibility to administrations
2) Requests for support staff for Senate Offices
3) Requests for release time for Senate Chairpersons/Presidents

Current Related Issues: Development of culture and structure that facilitates the efficacy of shared governance. (Rob Benford, SIU-C)

 

c.       USA Patriot Act (Document Enclosed: ISU Senate Resolution)

d.      Lobbying on Behalf of Higher Education

Council Proposed Lobbying Strategies:
1) Invite campus legislative liaison and Annuitants Association lobbyist
    to assist in organization of lobbying.

2) Two-Day Meeting in Springfield (Thursday/Friday) – Thursday: Lobbying
    training; Friday:  Appointments with legislators, which would be made with
   the assistance of the legislative liaisons (suggested ISU and UIUC liaisons).

VII.           Other Issues/Concerns

 

ADDENDUM:

                  CIUS Draft Letter to Governor (Discussed by Council on 4/18/05)

                 
Council Agreed:
1. That CIUS would draft a letter to the governor regarding state support for higher
    education, which would include pension-related issues.

                  2. Establishing that there is student support for increased funding is an important
    objective.

3. Professor Stoddard agreed to compose the draft.
